Question : DNS root hints not working Windows 2008

Hi,

We have a Windows 2008 domain with DNS forwarders.
Normally this should work without DNS forwarders, then it uses root hints.
But some addresses were not resolved with the root hints.
I saw this because, some mails where not delivered, and i put the forwarders in place and it was fixed.
How is this possible?
