Can I upgrade from Vista Basic to Windows 7 (32 bit) and preserve all my settings and running programs ?
If not , what will I lose ?

Sorry, I mis=read your question and now see you want to upgrade from Vista Home Basic, not Windows 7 Home Basic. That is supported too, according to the link I gave above, to Windows 7 Home Basic, Home Premium, or Ultimate.
