Question : Design a form

I'm having my first ever look at infopath (2003) and feel I might be missing something fundamental!
When I open infopath I get the option to fill out a form or open one. How do I say file -> new like I am reading on all the google results I'm finding. All the articles/tutorials I am finding say simply go to the file menu and click design a form. I don't have this option (not even the option greyed out) All I appear to be able to do is to open one of the sample forms in fill out form view.
I've googled my problem as well as searched for an FAQ on the topic but nothing.

Are you opening an XML file or launching the program from all programs on the start menu?

Could your IT have disabled designer by a policy or on install?

If you have any infopath xsn template files you can right click on them and select design to edit their template.
