Question : Can a mde runtime based on access 2003 on computer with access 2007 installed

I need to run a software package that is bundled with the Access 2003 runtime package on an XP computer that already has Access 2007 installed.  I know that this application is not Vista compatible.  

:After both are installed
Access 2007 begins the first time configuration (and seems to complete it) each time the program is opened.  
2003 runtime app prompts for password and accepts but then fails to load indicating that the publisher certificate is not installed and quits without prompting to install the certificate.  (This happens even if Access 2007 security is set to minimum.)
The same runtime installed and runs on XP computers with Access 2003 installed and did prompt to install the certificate on first run.  The run-time publisher's certificate is displayed in the list of installed certificates for all Office 2003 applications.

2003/2007 should coexist fine on a pc, at least it does on my dev laptop at home, although I have no idea if this is the case regarding certificates.

I'll see if I can get an Access expert knowledgeable on certificates to post in this question.
