Question : How can I customize the windows password complexity error message that pops up after changing your password in Active Directory?

When a user changes their password in a Windows 2003 Active Directory Domain they will get prompted with an error message if the new password does not meet the complexity requirements. I would like to customize what this error message says so that it acurately describes the custom password filter complexity requirements that I will be implementing. Where / How can I customize this change password error message at?

Not really a supported function by MS though...
