Question : Fan races computer will not Boot

My computer is a Dell 8400 with Windows XP Home version.  Due to constant restarting, I pulled the mother board out to examine the capacitors for signs of leakage.  There were several with bulges and one leaking.  I sent the mother board out for repair and when it returned I cannot get the computer to boot and the cooling fans races.  I have tried removing the RAM and reinstalling.  I rechecked all wire connecions from a diagram I made prior to disassembly.  I have tried starting without the fan connected.  The person who did this repair advertised on his web site that as a standard practice he updates the BIOS to the lastest edition.  I am not sure but I think possibly that the BIOS are now erased or have the wrong version.  Is there a way to   update the BIOS with the DELL version just to rule this out?  I cannot get any response from the computer--the monitor just says "no signal".  I have tried various connections to the monitor and I do not believe the monitor is an issue.  Thanks for your responses.

I've decided to give up on the 8400.  I'm into it for $85.00 for the mother board capacitors and I don't want to drop any further substancial time or money into it.  If I had spare parts and could nail the fault down to one component, I may have spent another $50 or $75 to keep it going.  However, considering the changes in technology from 2004 when I bought it, this just is not worth the time.
