Question : File Conversion window opens when I try open a Word .doc

When I try to open certain Word docs, the file conversion window opens and prompts me to "select the encoding that makes your document readable".  I have tried to confirm the conversion at open option, open and repairing the file, and deleting the msword6.wpc registry key, but I am still having the some problem.  Any suggestions?

I have tried the confirm conversion option and it did not help.  I followed the steps in the kb article you provided, but the same issue is occurring.  

More information:
The issue occurs intermediately.  Other files open fine.  It started out as "word cannot start the converter ms word 632.wpc error" and then it would go directly to the file conversion window.  I tested on multiple machines and the same issue was occurring with this particular file.  I  deleted the msword6.wpc registry key and solved the problem on an XP computer running Office 2007, however on an XP machine running Office '03, the issue is still occurring.  Only now when I try to open the file it skips the  ms word 632.wpc error message and automatically opens the file conversion window.
