Question : Best ISA 2006 Add-On to manage Internet Bandwidth

We need an add-on for ISA 2006 to control the Internet Bandwidth consumption by our users. I found many products, usuall called Bandwidth Splitter solutions, that offer solution for this need.

Our main interests are:

1. Limit Internet Bandwidth for users based on their membership in a Windows Security Group
2. Get Detailed Statistical Information about Bandwidth utilization and consumption. What ISA Provides as standard reporting is not providing enough details

Can anybody recommend for us the best solution to control and report Bandwidth utilization?
