Question : Convert Access 95/97 to Access 2000 MDE

I have a database that for some reason can only be opened on a machine that is running Access 97.
When I try to open it with a machine that has Access 2000 I get the following error.
"The current User account doesn't have permission to convert or enable this database"
There is no "Access" Security set up on this. (as far as I can tell) and I am the "Owner" of the file.
This is also an MDE file. not an MDB.
I have also tried "Importing" into a new database. I can pull out the Tables and Queries but not the Forms or reports.
The MS Access Add-in "MDE Extractor 2.1" fails with a message "Object Variable or With block variable not set".
Any Ideas?
