Question : Windows 98SE not running command when installed 2GB memory

Hi!
I recently installed a second stick of 1GB memory in our desktop so I could upgrade to Windows 7 Pro from Windows XP Pro. I have a second partition on this computer that uses Windows 98SE. Now the Windows 98SE will not open a command window saying it does not have enough memory. Any ideas?
