Question : Disable Temporary Internet Files Caching

I am trying to keep Windows from accessing the Temporary Internet Files folder everytime I open a text file or type something in the Run window.  Using Filemon and Regmon, I can see that when typing something into the Run box the Temporary Internet Files folder is getting called and the registry entries are getting accessed.  Because of another issue with the Temporary Internet Files, I think it will just be easier to find the registry setting or file which will stop Windows from accessing the folder everytime.  The accuracy of the answer will be tested with Filemon and Regmon.  Thanks in advance!

I think that there is no way to avoid XP looking at the Temporary Internet Files short of hacking a system file or two.
