Question : Volume Control Wave function always muted

Whenever I boot up Win98, the Wave function on my Volume Control is always MUTED (once I manually de-mute, everything works fine).  The Control Panel, System, Device Manager shows no conflicts and Multimedia seems to be normal. I'm running an ES1868 sound card
