Question : any body able to help truobleshoot error  "Server Application Unavailable"

I am trying to get to the WSUS admin page but when i open up Wsus admin i get the following error message


Server Application Unavailable
The web application you are attempting to access on this web server is currently unavailable.  Please hit the "Refresh" button in your web browser to retry your request.

Administrator Note: An error message detailing the cause of this specific request failure can be found in the application event log of the web server

i tried applying the ms article q315158 but this did not fix the problem
i would be greatful for some help

The 2000 server has  iis5 and urlscan installed and is a DC

this is the key:

make sure that the user provided has appropriate rights to the relevant disk and system resources.
