Question : Exchange 2003 Cluster, Event ID: 1080 occurs every three seconds

I have Exchange 2003 on a clustered environment
The Event ID: 1080 occurs every three seconds
Cluster service could not write to a file (C:\DOCUME~1\EXCLUS~1\....  ). The disk may be low on disk space, or some other serious condition exists.
I have 4G free space on C: Drive and I have 19 GB on Q: drive (Quorum)
Cluster service account has full access to the drive and directory
Any Help appreciated
