Question : How do I install adm files to create GP for Office

I am running Windows 2000 Server and I have several workstations with various versions of office deployed.  What is the correct way to see all of the office templates in my group policy.  When I right click on my domain in  "AD Users and Computers" I can get to the group policy and view my current GPs for my domain.  I copied all of the adm files from my workstation into the INF folder on the server, and I do not see any of the templates, only the standard ones.  If I run MMC (on the server) and add the GP snap in, I can then see the templates, but the MMC window says "Local Computer Policy" not "Group Policy".  I am confused...
