Question : Tab into subform new record does not work if prior records are disabled by Conditional Formatting

I have form to add/edit invoices on a job. A dropdown box for Job Number opens a new invoice for that job, and a subform shows all Change Orders entered for that job. In this subform, Change Orders can be selected to include with the current invoice, and/or new Change Orders entered. I any of those Change Orders were associated with a prior invoice, they are grayed out (disabled) by the use of conditional formatting. When entering a new invoice, the tab order goes to a new CO record right after entering the invoice number (desired behavior). But if there are grayed out COs, the tab will not go to a new CO record -- it stops on a button in the header of the subform, even though that button is set at TabStop=no. Any ideas?
