Question : Denied GPO

Recently we moved a dying 2003 DC that was holding the global catalogs out of our network. We replaced it with a new 2008 DC the move went smooth with no problems we demoted the old DC first and upgrade to the new DC Everything seemed all right. That's until the other day when I was going to set up a new GPO for a Terminal server computer and ran the Group Policy Results and noticed the denied GPO which it gave me the name, link location, and reason denied. I though ok must be a permission problem on default-first-site. I took a look at the permissions and everything to seemed to be in order Authenticated user has read/write but just to be sure I created a super dooper user has full rights to everything ran GP Results again and still same problem. I cannot figure this one out can someone please help. Thanks
