Question : Scheduling a Meeting - Send Updates to Attendees Dialog Box

I have some users who have scheduled a meeting. They need to add two attendees - once they do they do NOT get the Send Update to Attendees dialog box so they cannot choose "Send updates only to added or deleted attendees.
Other users get the dialog box just fine.
Is this a setting that can be set on or off - and if so - where.
