Question : Group Policy File Howto

I'm basically looking to add a .txt file to C:\test\ on every computer in my domain. I'm in the group policy editor - created my file - set it as "create".

The initial folder (where the file is stored) is shared.

The client computers are coming up with the error:

Event Type:      Warning
Event Source:      Group Policy Files
Event Category:      (2)
Event ID:      4098
Date:            6/7/2009
Time:            8:51:10 PM
User:            NT AUTHORITY\SYSTEM
Computer:      PC-0008
Description:
The user 'test.txt' preference item in the 'Default Domain Policy {31B2F340-016D-11D2-945F-00C04FB984F9}' Group Policy object did not apply because it failed with error code '0x80070005 Access is denied.' This error was suppressed.

For more information, see Help and Support Center at http://go.microsoft.com/fwlink/events.asp.

I'm not sure where the hang-up is. Any help would be appreciated. The target on each client computer is not shared - does it need to be?
