Question : Windows Firewall Icon

I have a network with 60 clients, most of which have the windows fire wall turned off due to network and file issues.  This gives them the shield with the red x on their task bar.  Is there any way to make that go away on the local system without having to hide inactive icons?  
More important is there a way to make my sbs2003 server force the icon not to show?
All clients are running XP2.

yes you can create a GPO with the following settings...

you need to disable the policy setting on a gpo attached to an ou with the computers in it...

the policy setting you need is

Computer Policy - Administrative Templates\Windows Components\Security Center
