Question : Restrict Formatting & Editing, Start Enforcement Option not Available

I have a Word 2003 document that utilizes "forms". In Word 2003, I can "lock" the form fields so they can not be edited. I'm now on Office 2007. The form fields are no longer locked. According to the Help instructions, using the Restrict Formatting and Editing feature, I've checked "Allow only this type of editing in the document" and selected Filling in forms. The third step, "start enforcement" is not available. What have I missed?

Are you in Design Mode? If you don't have it showing already, you'll have to turn on the Developer tab in the Ribbon to get the option:
1. Office Button > Word Options > Popular > check "Show Developer Tab in the Ribbon" > OK 2. Click on the Developer tab 3. See if the Design Mode button is active
