Question : synchtableconfigmanager threw an exception while trying to add a datasource

When I try to add a datasource to a project when ths system goes to retrieve databse objects I get an error "The type initializer for microsoft.visualstudio.datadesign.synchdesigner.synchfacade.synchtableconfigmanager threw an exception.
I tried removing Synchronization services for ado.net as advised when searching into this. but the link to re-install is for SQL Express only. I have tried installing SQL Express, but stil can't get the synchronization services to re-install
