Question : transferring terminal services licenses to a new server

We have an old server Windows 2003 server 32 bit.  I had 20 licenses for terminal services.  I want to transfer the terminal services licenses  to a new windows 2003 server 64 bit.  Microsoft says I have to buy brand new licenses.   Is this true?

If old and new server both have Windows 2003 Server installed you should be able to migrate TS Licensing server. But this procedure includes de-activating old server and calling Microsoft Clearinghouse to obtain new license packs.
