Question : Access 2007 getting message "you do not have the necessary permissions to use"

We have an Access 2003 database that we are testing in 2007.  We have a couple different versions of it but mostly the same design.  I can open one of the versions without any problems in 2007.  The other gets the attached message.  "you do not have the necessary permissions to use"  Why is there a difference and how do I fix the one I can't open.

If you are working in an Access 2003 database but using Office Access 2007, when the Access 2003 database has workgroup security enabled, run as an Administrator.
