Question : Share Outlook Express address book

Dear Sirs,
We have Windows 2000 domain infrastructure with client computers using Outlook Express. We would like to share address book among all co-workers, is it possible to find any solution for OE? The perfect sharing would be that one administrative person changes records, and others can read it.
For now we are using Google apps IMAP in OE. Using webmail is not a sollution in this case. And the client does not have MS Exchange...

The only way to do this without incorporating an exchange server is to switch to Microsoft Outlook and use 3rd party tools to setup a sort of public address list (like we use in exchange) to create a central repository of the address list and allow multiple connections.
