Question : Net Time reporting wrong time to workstations.

I Have a client with Windows SBS2003 server all the updates (including DST stuff) and and XP workstations with all the MS Updates.  Problem is time is still off on workstations and won't get correct time form server.  Have noticed that if do net time \\server from workstation get the following:

Current time at \\server is 3/11/07 4:15
Local time (GMT -04:00)  at \\server is 3/11/07 5:15
The command completed succesfully.

Seems workstations want to keep with the current time, which is really an hour slow now.

Checked Date and Time settings on server and workstations and both Eastern and adjust for daylight is checked

I have 3 clients, all with similar setups and all the same problem?   2 of my clients also have windows 2000 servers and I can get correct time from them if do Net Time \\2000server /set, but W32Time from AD server will eventually reset it back an hour to what it thinks is the corect time.  I have temporarily stopped that service, but need to come up with a better fix?
