Question : Sharepoint Services cannot access custom templates

I am using Windows Sharepoint Services version 3.0 and I have loaded additional Site Admin templates from the Version 3.0 website from Microsoft.
I have uploaded the templates into the Top Site's Site Templates ( I have Site Owner permissions).
However when I then want to create a new site using the Site templates it says that on the Site Creation section under Templates Selection there should be a Tab called Custom but I only have Collaboration and Meetings.
Am I missing step here?

The problem here turned out to be that you need to load the templates into Sharepoint using the stsadm command from the command line. First run stsadm -o addtemplate (template name) once this is completed run stsadm -o addsolution to add the template to the gallery. The stsadm command can be found at \Program Files\Common Files\Microsoft Shared\web server extensions\12\BIN
