The NTBackup executable runs just fine in Windows Vista and Windows 7, provided that the supporting DLLs (given below) are available in the same folder where NTBackup.exe is present.
If you have access to an XP machine, copy 3 files from XP (c:\windows\system32) to a new folder on the Windows 7 machine (not the system32 folder though because Windows 7 has its own version of vssapi.dll):
ntbackup.exe
ntmsapi.dll
vssapi.dll
The NTBackup files are also available on the web, packaged within a .cab file meant for use as Bart PE Plugin.

Extract with eg winrar and run the file NTBackup.exe from the folder.
NTBackup will indicate that Removable Storage service (removed in Windows Vista & Windows 7). Never mind! This is only required for tape backups. Click OK.
