Question : Create accdr runtime without msi executable

Is there some way to create an accdr database from an accdb database without creating a Windows Installer Package?
This is the first time I've worked with creating these exe packages. I am currently trying to test the database on machines where we've already loaded the run-time version of Access 2007. Running the exe to install updated versions of the database (accdr) requires an admin password.
What we are hoping to do is do a one-time install of the 2007 run-time version of Access 2007, then let individuals copy in the latest version of the accdr from a shared folder.

the actual difference between accdb files and accdr files is... the last letter changed from "b" to "r" - dead serious. this is the ONLY difference (and it works for accde files, too)

change it yourself and watch.

so you dont need anything but to change the file's extension
